In May 2024, a planning application was submitted to convert the Magnum wine store into 210 Lyndhurst Drive, Horchurch, in a food output for food for hot food.
Despite an initial rejection in July 2024, applicant Jasbir Singh presented an appeal against the decision of the Havering Council.
This appeal was dismissed by the planning inspection due to concerns about the effect of the proposal on the “health and well -being of residents”, partly young.

The appeal decision allows the store to be about 160 meters from Towers Infant School and 400m from Towers Junior School, and also near the Frances Bardsey Academy.
The restaurants to carry are not allowed within 400 meters or a school under the London plan.
He added that the appeal was dismissed in part to “address the challenge of childhood obesity and contribute to the creation of healthier communities.”
The site at the corner of Lyndhurst Drive and Osborne Road was visited by Inspector K Williams, appointed by the Secretary of State on April 8.
The inspector raised problems, including the opening hours of carrying food and the potential noise and disturbances.
For example, the expected activities in a leading food site, such as the deliveries that arrive, the clients that come and go and the closure of the store could cause “harmful” noise levels.
In the Appeal Decision Charter, K Williams said: “Opening hours are still relatively late, and the activity and noise would occur at a time when residents can relax or try to sleep.”
“In this sense, the proposal would disagree with the residential nature of the area and the character of the local center.”
The initial plans presented last year received a violent reaction from nearby residents, with a total of 217 registered objections.
These residents commented on the disturbance of the noise observed in the appeal decision, as well as on the smell, waste and antisocial behavior.
