The Independent Police Behavior Office (IAPC) said it had gone to the transmission regulator after the demands of a public apology of the BBC were not.
The gang member, Mr. Kaba, was shot by Police officer Martyn Blake after trying to go to police cars in Streatham in September 2022.
The IAPC complained to the issuer after the episode of panorama initially transmitted without including its declaration in reaction to the claims of the former regional director Sal Naseem.
He suggested that the investigation of the murder on Mr. Blake launched himself in the midst of pressure on the possible disturbances, which is denied by the IAPC.
Blake was authorized in October after an old Bailey trial, with questions raised about whether he should have ever faced the prosecution.

The IAPC complained that the program did not make Mr. Naseem no longer work for the guard dog, and that he was not given the clean right to respond to the statements about why the investigation was launched.
The BBC Executive Complaints Unit (ECU) discovered that the program made it clear that Mr. Naseem no longer worked for the IAPC, but accepted that programs manufacturers should have included the Declaration of IAPC and Goade al Watchdog.
His ruling concluded: “In relation to the right of response, the IAPC had contacted Panorama after realizing that the program would include a contribution of a” privileged information ‘of IAPC and, in response to an invitation to the response to criticism in the outcome of Overver The Program.
“In the ECU’s trial, Panorama should have provided in any case the IAPC with specific information about the statements that will be made in this regard, and constantly found an element of injustice for the IAPC.

An IAPC spokesman said: “Having exhausted the BBC complaint procedure, in relation to its panorama program since November 2024 on the fatal shooting of Chris Kaba, we have decided to increase our complaint to Ofcom.
“The IAPC was not entitled to respond to serious criticism about the organization within that documentary and, despite providing a statement before its transmission, the declaration was not used.
“We are greatly dissatisfied that, despite admitting the thesis two violations of the own guidelines, the BBC has firmly refused to apologize publicly despite the fact that IAPC provides evidence of evidence of evidence of the serious reputation damage.
“In particular, the suggestion within that program, which the IAPC was pressed to initiate a homicide investigation, was incorrect and resulted in the public criticisms of several media and individual organizations, including the concerns raised by the Assembly of London and local councilors on the independence and motivations of the IAPC.
“If we had known that this would be suggested, we would have refuted it strongly.”
In the program, Mr. Naseem said that when the IAPC launched its homicide investigation four days after the shooting, “the return returned us … that if we had done it at that time, it licked, it would have a level of bone disorder.”
The IAPC statement that denies this has been added to the Iplayer version of the Panorama episode and the online news.
He said: “The decisions to criminally investigate Sergeant Blake, and then the case of the Crown Prosecutor’s Office (CPS), followed a careful consultation of a significant amount of evidence that met in the relevant tests oriented to the shore.
