The wooden pigeon was found with blood around its Kured wing in Dene Path, near Dilkes Park on January 24 around 3 pm
He was urgently taken to South Essex Wildlife Hospital after a public member found him, and an radiography found a ball bearing inside the dove.
However, the pigeon was eoutized due to its sexual injuries.
The RSPCA hopes to track a man, who can help with consultations.
It is believed that he is about 30 years old, a thin construction and had a dark camouflage jacket and black tracksuit funds at that time.
The beneficial animal organization says it had facial hair, stubble around the cheeks and chin. The attached chief inspector Emma Beynon said: This disturbing incident took place in a public place and would have been a very distressing incident to witness.
