
The family of a dog walker killed by a psychiatric patient has said that his death was “only the beginning of his nightmare” after learning that his attacker has now been on visits.
The retired butcher Lewis Stone was on vacation in Borth, Cerinderion, when he was repeatedly stabbed by David Fleet in 2019.
Fleet, who was 21 years old at that time, gave Bone released from a safe psychiatric unit 10 days before the incident after being diagnosed with schizophrenia.
The Ministry of Justice (Moj) said that their thoughts were with the stone family and that the decisions to approve the license were only taken “after an exhaustive risk assessment and with strict safeguards in their place.”
Mr. Stone’s family said they still had questions about the psychiatric care fleet received before the attack.
Vicki Lindsay, Mr. Stone’s stepdaughter, requested that the NHS publish internal reports so that the family could understand why decisions were made and ensure that lessons are learned.
Stone, from Staffordshire, left the holiday house where he had stayed with his wife, Elizabeth, to walk his dog, Jock, around 09:20 on February 28, 2018.
About 20 minutes later, on the shore of the Leri River, he found himself as Fleet, who stabbed him several times.
Stone died three months later.
Fleet declared himself guilty of involuntary homicide due to the lower responsibility and was indefinitely seconded in a safe psychiatric unit.
On Thursday, Mr. Stone was told to be allowed to spend the night.

“What son of a country is this where we live where victims or murders are treated like this?”

Mrs. Lindsay said she was not surprised with the release of Fleet’s night, since “it is a bone that kicks the teeth through.”
“Whoever makes these decisions does not consider my family at all.”
Sharon Daniel, director of Nursing, quality and experience of the patient of Hywel Dda University Health Board, said the health board would not make the reports public.
In a statement to Sky News, shared with PA, he said: “The duty of frankness for patients entered into force in Wales in April 2023. At the time of this incident and group, we fulfill our duties to be open.”
When asked if the Health Board apologizes to the families of Stone and David Fleet, he said: “In case of serious incidents, we have solid processes to review internally, identifying any resistance planning at the end of Tevent Tevent Tevent Tevent Tevent Tieve Future.
“We regret such incidents and we always see learning from them.”
The decision to free people in indefinite detention is taken by the MOJ.
The Moj said: “We understand that this decision will be difficult for the Stone family, and our thoughts are with them.
“Any decision to address access to the community is only taken after an exhaustive risk assessment and with strict established safeguards.”
The call to Fleet’s health reports will be published after NHS England revoked his decision not to publish a full report on the care received by Nottingham Triple Killer Valdo Calocane, which is also suffered by schizophrenia.
Radd Seiger, the Stone Family Council, said it was “scandalous” that the family discovered that Skeet was receiving license during the night on the same day they made public with their request for their health reports.
He described the report as the “most basic human rights for homicide victims related to mental health.”
“The actions have consequences,” he added.
He said that the Health Board should be transparent about why the murder occurred.
He described the case as a “disaster from beginning to end” for the family, saying that the fleet “clearly and clearly did not receive adequate treatment as hospitalization.”
